Instituti i Kulturës Rome në Shqipëri (IRCA) njofton hapjen e Thirrjes për Propozime për Skemën e Granteve të Vogla, në kuadër të projektit rajonal “Beyond Barriers: Roma Resilience in the Western Balkans”, të financuar nga Bashkimi Evropian dhe të udhëhequr nga Institute for Research and Policy Analysis – Romalitico.

Projekti zbatohet në pesë vendet e Ballkanit Perëndimor: Shqipëri, Bosnje dhe Hercegovinë, Kosovë, Maqedoni e Veriut dhe Serbi. Për Shqipërinë, Instituti i Kulturës Rome në Shqipëri (IRCA) vepron si Awarding Body dhe do të lidhë Marrëveshjen e Nën-grantit me përfituesit e përzgjedhur. Kjo Thirrje synon të mbështesë iniciativa të drejtuara nga komuniteti që kontribuojnë në përfshirjen e romëve, fuqizimin ekonomik, zhvillimin e aftësive, punësimin, arsimin, luftën kundër diskriminimit dhe zhvillimin e modeleve të qëndrueshme të përfshirjes sociale dhe ekonomike.

Objektivi i përgjithshëm

Objektivi i përgjithshëm i kësaj Thirrjeje është të forcojë përfshirjen dhe qëndrueshmërinë e komuniteteve rome në Ballkanin Perëndimor përmes fuqizimit të aktorëve lokalë të shoqërisë civile, mbështetjes së iniciativave të udhëhequra nga komuniteti dhe nxitjes së pjesëmarrjes së qëndrueshme sociale dhe ekonomike të romëve, me fokus të veçantë te gratë dhe të rinjtë.

Objektivat specifike

Objektivi specifik 1: Forcimi i kapaciteteve të komunitetit rom dhe partneriteteve lokale

Mbështetja e organizatave të shoqërisë civile rome, grupeve komunitare dhe aktorëve lokalë për të hartuar dhe zbatuar iniciativa komunitare që përmirësojnë aksesin e romëve në arsim, zhvillimin e aftësive dhe mundësitë e punësimit, duke nxitur partneritete me bashkitë, ofruesit e arsimit dhe sektorin privat.

Objektivi specifik 2: Fuqizimi ekonomik dhe mundësitë gjithëpërfshirëse për komunitetet rome

Mbështetja e iniciativave inovative, të vogla dhe të drejtuara nga komuniteti që promovojnë punësueshmërinë, sipërmarrjen, aftësitë profesionale dhe gjenerimin e të ardhurave për romët, veçanërisht për gratë, të rinjtë NEET dhe grupet e tjera të pambështetura mjaftueshëm.

Fushat prioritare

Propozimet duhet të adresojnë të paktën një nga prioritetet e mëposhtme:

Prioriteti 1: Fuqizimi ekonomik, zhvillimi i aftësive dhe punësimi

Mbështetja e qasjeve inovative që përmirësojnë punësueshmërinë, sipërmarrjen, aftësitë profesionale dhe gjenerimin e të ardhurave për romët, me vëmendje të veçantë ndaj grave dhe të rinjve që nuk janë në arsim, punësim apo trajnim.

Prioriteti 2: Aksesi në arsim, të nxënit gjatë gjithë jetës dhe zhvillimi i të rinjve

Mbështetja e iniciativave që reduktojnë barrierat në arsim, përmirësojnë vijueshmërinë, forcojnë aksesin në edukimin e hershëm dhe ofrojnë mundësi për arsimim të dytë dhe aftësi digjitale.

Prioriteti 3: Inovacioni lokal, qëndrueshmëria dhe mundësia për zgjerim

Mbështetja e zgjidhjeve komunitare, me kosto efektive dhe potencial për vazhdimësi, përsëritje dhe zgjerim në komunitete të tjera rome.

Prioriteti 4: Modele pilot të udhëhequra nga komuniteti me rezultate të matshme

Mbështetja e modeleve të reja që mund të testohen në nivel lokal dhe më pas të zgjerohen, duke përfshirë mikro-ndërmarrjet, iniciativat e integrimit në punë dhe zgjidhje sociale inovative.

Thirrja do t’u japë vëmendje të veçantë nismave që sjellin rezultate të drejtpërdrejta dhe të matshme në punësimin e romëve, krijimin e mundësive për vetëpunësim, krijimin ose forcimin e mikro-ndërmarrjeve, praktikat profesionale dhe forma të tjera të qëndrueshme të gjenerimit të të ardhurave.

Buxheti i disponueshëm

Shuma totale e parashikuar për këtë Skemë Grantesh të Vogla është 300,000 EUR për pesë ekonomitë pjesëmarrëse.

Për Shqipërinë parashikohet një alokim indikativ prej 60,000 EUR.

Në Shqipëri mund të akordohen deri në tre grante.

Shuma e grantit për çdo projekt të përzgjedhur është: 20,000 EUR për projekt.

Granti mund të mbulojë deri në 100% të kostove të pranueshme të veprimit. Bashkëfinancimi nuk është kërkesë e detyrueshme për aplikantët.

Autoriteti Dhënës i Grantit rezervon të drejtën të mos akordojë të gjithë fondin e disponueshëm nëse cilësia e aplikimeve nuk është e mjaftueshme ose nëse aplikimet nuk përmbushin kriteret e përcaktuara në Udhëzuesin për Aplikantët.

Kush mund të aplikojë?

Aplikanti kryesor duhet të jetë person juridik, i themeluar dhe që ushtron veprimtarinë në Shqipëri, dhe duhet të jetë një nga kategoritë e mëposhtme:

  • organizata joqeveritare, organizata të shoqërisë civile, shoqata ose fondacione;
  • organizata të drejtuara nga romët ose që kanë në fokus komunitetin rom;
  • ndërmarrje sociale ose kooperativa sociale;
  • subjekte të sektorit privat, përfshirë mikro, të vogla dhe të mesme, start-up ose iniciativa biznesi;
  • ofrues të arsimit dhe formimit profesional, shërbimeve të punësimit ose subjekte të tjera juridike që kontribuojnë drejtpërdrejt në punësimin, sipërmarrjen ose përfshirjen socio-ekonomike të romëve.

Aplikanti duhet të jetë drejtpërdrejt përgjegjës për përgatitjen dhe menaxhimin e veprimit dhe nuk mund të veprojë si ndërmjetës.

Aplikantët duhet gjithashtu të përmbushin kërkesat e pranueshmërisë dhe kriteret e përjashtimit të përcaktuara në Udhëzuesin për Aplikantët dhe rregullat përkatëse të BE-së/PRAG.

Kohëzgjatja e projektit

Kohëzgjatja e planifikuar e veprimit duhet të jetë jo më pak se 9 muaj dhe jo më shumë se 10 muaj. Të gjitha aktivitetet dhe shpenzimet duhet të përfundojnë brenda periudhës së përcaktuar në Marrëveshjen e Nën-grantit.

Çfarë lloj aktivitetesh mund të financohen?

Thirrja mbështet veprime praktike, të matshme, të drejtuara nga komuniteti dhe të orientuara drejt fuqizimit ekonomik, social dhe arsimor të romëve.

Aktivitetet mund të përfshijnë programe të formimit profesional që çojnë drejtpërdrejt në punësim, trajnime dhe certifikime profesionale, zhvillim të aftësive digjitale dhe të aftësive të punës, trajnime në vendin e punës, praktika profesionale, ndërmjetësim për punësim, iniciativa pilot në punësim, arsim ose përfshirje sociale, modele të ndërmarrjeve sociale dhe kooperativave, mbështetje për krijimin e mikro-bizneseve, mentorim dhe këshillim për sipërmarrësit romë, si dhe mjete, pajisje dhe materiale fillestare të nevojshme për gjenerimin e të ardhurave.

Pajisjet, mjetet dhe materialet fillestare të blera me fondet e grantit duhet të mbeten në pronësi të përfituesit dhe të përdoren për qëllimet e veprimit për të paktën 24 muaj pas përfundimit të projektit, në përputhje me kushtet e përcaktuara në Marrëveshjen e Nën-grantit.

Aktivitetet e papranueshme

Nuk do të financohen veprime që kanë si qëllim kryesor sponsorizimin individual për pjesëmarrje në seminare, konferenca ose kongrese, bursa individuale studimi ose trajnimi, ndërhyrje që mund të cenojnë të drejtat e njeriut ose të shkaktojnë ndikime të rëndësishme negative në mjedis apo klimë, punime infrastrukturore ose ndërtimore, aktivitete që gjenerojnë fitim për shpërndarje te pronarët, aksionarët ose anëtarët, si dhe mbështetje thjesht humanitare pa komponent zhvillimi afatgjatë.

Përfituesit nuk lejohen të japin më tej grante ose mbështetje financiare për palë të treta në kuadër të veprimit të financuar.

Aplikantët këshillohen të konsultojnë rregullisht faqen e internetit dhe kanalet e komunikimit të IRCA-s.

Procesi i vlerësimit

Aplikimet do t’i nënshtrohen kontrollit administrativ dhe të pranueshmërisë, vlerësimit të Concept Note, vlerësimit të Full Application dhe verifikimit përfundimtar të dokumenteve të aplikantëve të përzgjedhur për financim.

Concept Note do të vlerësohet me maksimum 50 pikë. Vetëm aplikimet që marrin të paktën 30 pikë nga 50 do të konsiderohen për fazën e mëtejshme.

Full Application do të vlerësohet me maksimum 100 pikë.

Aplikimet që marrin më pak se 65 pikë nga 100 nuk do të rekomandohen për financim.

Përveç pragut të përgjithshëm, aplikimet që marrin më pak se 10 pikë nga 20 në kriterin “Employment, entrepreneurship or income-generation potential” nuk do të rekomandohen për financim, edhe nëse rezultati i përgjithshëm është 65 pikë ose më shumë.

Vlerësimi do të kryhet në përputhje me kriteret dhe procedurat e përcaktuara në Udhëzuesin për Aplikantët.

Marrëveshja e Nën-grantit

Aplikantët e përzgjedhur do të lidhin një Subgrant Agreement me Autoritetin Dhënës të Grantit përpara fillimit të zbatimit të veprimit.

Marrëveshja do të përcaktojë, ndër të tjera, shumën e grantit, periudhën e zbatimit, mënyrën e pagesës, kërkesat për raportim, detyrimet e monitorimit, detyrimet e komunikimit dhe dukshmërisë, rregullat për prokurimin dhe dokumentacionin mbështetës, si dhe të drejtat e kontrollit dhe auditimit.

Pagesa e grantit parashikohet të kryhet në këste, sipas kushteve të përcaktuara në Marrëveshjen e Nën-grantit.

Barazia, integriteti dhe mbrojtja nga abuzimi

IRCA dhe partnerët e projektit respektojnë parimin e trajtimit të barabartë dhe mosdiskriminimit gjatë procesit të aplikimit dhe përzgjedhjes.

Aplikantët e përzgjedhur duhet të respektojnë vlerat themelore të Bashkimit Evropian, të drejtat e njeriut, të drejtat e pakicave, parimet e barazisë dhe mosdiskriminimit, si dhe standardet përkatëse mjedisore dhe të punës.

Zbatohet politika e tolerancës zero ndaj shfrytëzimit, abuzimit dhe ngacmimit seksual, si dhe ndaj korrupsionit, mashtrimit dhe konfliktit të interesit.

Dukshmëria e Bashkimit Evropian

Të gjitha veprimet e financuara në kuadër të kësaj Thirrjeje duhet të respektojnë kërkesat e Bashkimit Evropian për komunikimin dhe dukshmërinë e financimit të jashtëm të BE-së.

Përfituesit duhet të sigurojnë përdorimin e duhur dhe të dukshëm të emblemës së Bashkimit Evropian dhe deklaratave përkatëse të financimit, në përputhje me kërkesat kontraktuale dhe udhëzimet në fuqi.

The Institute of Romani Culture in Albania (IRCA) announces the launch of the Call for Proposals for the Small Grants Scheme under the regional project “Beyond Barriers: Roma Resilience in the Western Balkans”, financed by the European Union and led by the Institute for Research and Policy Analysis – Romalitico.

The project is implemented in five Western Balkan economies: Albania, Bosnia and Herzegovina, Kosovo, North Macedonia and Serbia. For Albania, the Institute of Romani Culture in Albania (IRCA) acts as the Awarding Body and will sign Subgrant Agreements with selected beneficiaries. The Call aims to support community-led initiatives contributing to Roma inclusion, economic empowerment, skills development, employment, education, anti-discrimination and the development of sustainable models for social and economic inclusion.

Overall objective

The overall objective of this Call for Proposals is to strengthen Roma inclusion and resilience in the Western Balkans by empowering local civil society actors, supporting community-led initiatives, and fostering sustainable social and economic participation of Roma, with a particular focus on women and youth.

Specific objectives

Specific Objective 1: Strengthening Roma Community Capacity and Local Partnerships

To strengthen the capacity of Roma civil society organisations, community groups and local stakeholders to design and implement community-led initiatives that improve access to education, skills development and employment opportunities for Roma, while fostering partnerships with municipalities, education providers and private sector actors.

Specific Objective 2: Economic Empowerment and Inclusive Opportunities for Roma Communities

To support innovative, small-scale, community-driven initiatives that promote employability, entrepreneurship, vocational skills and income generation among Roma, particularly women, youth not in education, employment or training and other underserved groups.

Priority areas

Proposals must address at least one of the following priorities:

Priority 1: Economic Empowerment, Skills Development and Employment

Supporting innovative approaches that enhance employability, entrepreneurship, vocational skills and income generation among Roma, with particular attention to women and youth not in education, employment or training.

Priority 2: Education Access, Lifelong Learning and Youth Development

Supporting initiatives that reduce educational barriers, improve retention, strengthen early-learning access and provide second-chance education and digital literacy opportunities.

Priority 3: Local Innovation, Sustainability and Scalability

Supporting community-driven, cost-effective solutions designed for long-term impact and with potential for replication or scale-up in other Roma communities.

Priority 4: Community-led Pilot Models with Demonstrable Results

Supporting new models that can be tested locally and subsequently expanded, including micro-enterprises, work-integration initiatives and innovative social solutions.

The grant scheme will give particular attention to initiatives producing direct and measurable employment outcomes for Roma, including job placements, self-employment opportunities, establishment or strengthening of micro-enterprises, apprenticeships and other sustainable income-generating activities.

Financial allocation

The overall amount available under this Small Grants Scheme is EUR 300,000 for the five participating economies.

An indicative allocation of EUR 60,000 is foreseen for Albania.

A maximum of three grants may be awarded in Albania.

Each selected action will receive a fixed grant amount of: EUR 20,000 per action.

The grant may cover up to 100% of eligible costs of the action. No mandatory co-financing is required from applicants.

The Awarding Body reserves the right not to award all available funds if the quality of applications is insufficient or if applications do not meet the eligibility and evaluation criteria established in the Guidelines for Applicants.

Who may apply?

The Lead Applicant must be a legal person effectively established in Albania and must fall within one of the following categories:

  • non-governmental organisations, civil society organisations, associations or foundations;
  • Roma-led or Roma-focused organisations;
  • social enterprises or social cooperatives;
  • private sector entities, including micro, small and medium-sized enterprises, start-ups or business initiatives;
  • vocational education and training providers, employment service providers or other legal entities directly contributing to Roma employment, entrepreneurship or socio-economic inclusion.

The Lead Applicant must be directly responsible for the preparation and management of the action and may not act as an intermediary.

Applicants must comply with the eligibility and exclusion requirements established in the Guidelines for Applicants and the applicable EU/PRAG rules.

Duration of the action

The planned duration of an action must be not less than 9 months and not more than 10 months. All activities and expenditure must be completed within the implementation period established in the Subgrant Agreement.

What activities may be financed?

The Call supports practical, measurable, community-driven and empowerment-oriented actions contributing to Roma social, economic and educational inclusion.

Eligible activities may include vocational training programmes directly linked to employment, vocational skills training and certification, digital and work-readiness skills development, on-the-job training, apprenticeships, internships, job-matching assistance, pilot initiatives in employment, education or social inclusion, social enterprise and cooperative models, support for establishing micro-businesses, mentoring and coaching for Roma entrepreneurs, and tools, equipment and start-up materials necessary for income generation.

Equipment, tools and start-up materials purchased with grant funds must remain the property of the beneficiary and continue to be used for the purposes of the action for at least 24 months after completion, subject to the conditions established in the Subgrant Agreement.

Ineligible actions

The Call does not finance actions concerned only or mainly with individual sponsorships for participation in workshops, seminars, conferences or congresses, individual scholarships for studies or training courses, actions that may result in violations of human rights or significant adverse environmental or climate effects, infrastructure or construction works, activities generating profit for distribution to owners, shareholders or members, or purely humanitarian support without a long-term development component.

Beneficiaries may not provide further financial support or sub-grants to third parties within the framework of the funded action.

IRCA will confirm receipt of applications by e-mail. Such confirmation does not imply that the application is complete, eligible or selected for funding.

Evaluation procedure

Applications will undergo an administrative and eligibility check, Concept Note evaluation, Full Application evaluation and final verification of supporting documents for provisionally selected applicants.

The Concept Note will be evaluated out of a maximum of 50 points. Only applications scoring at least 30 out of 50 points will be considered for further evaluation.

The Full Application will be evaluated out of a maximum of 100 points.

Applications scoring below 65 out of 100 points will not be recommended for funding.

In addition, applications scoring below 10 out of 20 points under the criterion “Employment, entrepreneurship or income-generation potential” will not be recommended for funding even where the overall score is 65 or above.

The evaluation will be conducted in accordance with the criteria and procedures established in the Guidelines for Applicants.

Subgrant Agreement

Selected applicants will sign a Subgrant Agreement with the Awarding Body before the start of implementation.

The Subgrant Agreement will establish, among other matters, the grant amount, implementation period, payment arrangements, reporting requirements, monitoring obligations, communication and visibility requirements, procurement and supporting documentation rules, and audit and verification rights.

Grant payments will be made in instalments in accordance with the conditions established in the Subgrant Agreement.

Equality, integrity and protection from abuse

IRCA and the project partners respect the principles of equal treatment and non-discrimination throughout the application and selection process.

Selected applicants must respect EU fundamental values, human rights, minority rights, equality and non-discrimination, as well as applicable environmental and labour standards.

A zero-tolerance policy applies to sexual exploitation, abuse and harassment, as well as corruption, fraud and conflicts of interest.

European Union visibility

All actions financed under this Call must comply with the European Union communication and visibility requirements applicable to EU-funded external action.

Beneficiaries must ensure the appropriate and prominent display of the EU emblem and relevant funding statements in accordance with the applicable contractual requirements and guidelines.
