Upon a participatory and all-inclusive drafting process of the Local Plans for the Integration of Roma and Egyptian Minorities through the engagement of the local municipality and grassroots teams, high-level expertise and contribution of Roma facilitators, the documents for the seven partner municipalities of the ROMACTED Program in Albania are now published.
The Local Plans were adopted in the municipality local councils during 2019-2020:
- Action Plan on Social Plan 2019 -2022 of the Municipality of Roskovec was approved by the Local Council in Roskovec under the Decision No. 47, dated 17 May 2019;
- Local Plan for the Integration of Roma and Egyptian Minorities 2019-2022 was approved by the Local Council of the Municipality of Fier under the Decision No. 73, dated 18 June 2019;
- Local Plan for the Integration of Egyptian Minority 2019-2022 was approved by the Local Council of the Municipality of Përmet under the Decision No. 109, dated 19 December 2019;
- Local Plan for the Integration of Roma and Egyptian Minorities 2019-2022 was approved under the decision No. 22 of the Local Council of the Municipality of Pogradec, dated 28 January 2020;
- Local Plan for the Integration of Roma and Egyptian Minorities 2019-2022 was approved under the decision No. 15 of the Local Council of the Municipality of Vlora, dated 27 February 2020;
- Local Plan for the Integration of Roma and Egyptian Minorities 2019-2022 was approved by the Local Council of the Municipality of Elbasan under the Decision No. 43, dated 30 April 2020;
- Local Plan for the Integration of Roma and Egyptian Minorities 2019-2022 was approved by the Local Council of the Municipality of Korca under the Decision No.47, dated 29 May 2020
These local documents represent good models where Roma issues are targeted exclusively under the Local Plans for the Integration of Roma and Egyptian Minorities, but also mainstreamed under a more general local social cohesion framework with other social groups as an Action Plan for Social Inclusion. They can serve as reference documents for the new municipalities joining the ROMACTED Program in all Beneficiaries and provide in-depth data that can feed the upcoming monitoring cycle of European Commission against Racism and Intolerance (ECRI) and Framework Convention for the Protection of National Minorities (FCNM) in Albania with sound data and evidence.
The Local Plans serve as a basis for ROMACTED II in Albania, to help Institutional Working Group and Community Action Group members to follow the further implementation in practice, the monitoring and evaluation process.
