General information

Established in 2011, The Institute for Romani Culture in Albania – IRCA is Roma NGO that stands for a multi-ethnic and inclusive society that is founded on universal principles of human rights and equality. The mission of the organization is to enable equal and sustainable development of Roma communities through advocacy, mobilization, empowerment, cooperation, policy-oriented research, action and participatory research as well as equal participation in democratic processes, equal access into the rights and services and the promotion of the Roma Culture and Identity.

 

Purpose of the service:

In the framework of the project “PICTURA: Promoting Inter-Cultural Understanding, Reconciliation and Acceptance” , funded Regional Youth Cooperation Office- RYCO within the 4th open call for project proposals co-financed by the European Union,  The Institute of Roma Culture in Albania- IRCA is seeking to contract a local expert that display the capacities and experience to conduct a mapping report on the local contexts in Albania with regard to youth engagement in the fight against discrimination and intercultural dialogue with special focus on Anti-Gypsyism and discrimination against Roma. This report will provide an overview of the state of play of the vulnerable groups with a particular focus on Roma youth in Albania, applying a minority rights-based approach to the protection and promotion of their culture and identity, existing legal framework and policy provisions and highlighting positive developments as well as challenges across borders (Albania – North-Macedonia).

Duties and Responsibilities::

– Carry out review of existing reports, review of legal framework and institutional setting.

– Conduct one focus group with participation of representatives of public authorities, media representatives, activists and local CSOs.

– Identify challenges and outline best practices in Albanian.

– Compile the mapping report on local contexts in Albania (in Albanian language).

Qualifications and Experience:

Education                                                                                                                University degree combined with specialized training in the field of social sciences

Experience

At least 3 years of professional experience in consultancy services.                                                                                                                                                      Very good knowledge about the situation of the Roma minority at local and national level.

Experience in report writing.

Technical skills

Excellent analytical, management and coordination skills.

Excellent written and verbal communication skills.

Experience in group facilitation and focus group design.

Ability to meet deadlines.

Ability to work in a team.

Duration:

The expert will be engaged 6 working days during May 2021.
